Job Description:
URS is currently seeking a Procurement Contract Administrator 3 for our Institutional Services Contract at Kennedy Space Center, Florida.As a member of the Procurement Department, the ideal candidate will be responsible for all phases of the procurement process, including contract and subcontract administration, cost proposal preparation, and procurement activities. Plan work for procurement personnel, establish work schedules, and review and provide input on personnel performance evaluations. Responsibilities all include ensuring compliance with Government policies and procedures.Essential Responsibilities:1. Participate in the development of Company-wide procurement policies and practices; ensure procurement practices, transactions and documentation comply with Company policies and procedures, contract requirements, and Government regulations.2. Ensure contract/subcontract requirements are met including; monitoring cost status, assisting in cost management; and coordinating issue resolution with customers.3. Coordinate, develop and produce a wide range of complex procurement documentation.4. Provide internal financial control services including, monitoring contract funding, preparing periodic contract cost status reports for technical management review and analyzing internal accounting reports for technical managers. Coordinate with accounting department in administering contract invoicing and payments, job cost management, contract audit/filing and close-out process.5. Prepare cost proposals in compliance with solicitations and company procedures. Develop cost estimates, prepare the formal submission and supporting documentation, monitor proposal process, provide audit assistance and interaction, negotiate any elements as required, assist in contract set-up upon award.6. Monitor Small Business activities for the division including coordinating with technical staff, maintaining records, and participating in small business activities/fairs.7. Represent Company on trade association boards, working groups, and committees involving acquisition and contracting issues.Perform all other position related duties as assigned or requested.
Job Requirements
Minimum Requirements:
Bachelor's degree in Business Administration and at least 7 years of job-related experience or equivalent. MBA preferred. Excellent communication and negotiation skills, working knowledge of word-processing, database, spreadsheets and integrated software applications are required. Position may require travel. Position may require the ability to pass and maintain a Security Clearance. KSC experience a plus.Work Environment, Physical Demands, and Mental Demands:Most positions involve work typical of office environment, occasional lifting to 20 pounds, constant sitting with occasional use of computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/ organizing skills, and must be able to work under deadlines. NO RELOCATION AVAILABLE.
