Description
Classification Standards: Under the direction of the Program Financial Manager, this position will assist in the daily operations of the program accounting section in the fiscal department of LAHSA. This including grants management, accounts payable for sub-recipient contracts, financial reporting, and fiscal monitoring of sub-recipients.
Minimum Qualifications: This position requires knowledge of fund accounting and fiscal grants management. Must have experience with fund accounting software, preferably, Best Software (formally MIP). Must have strong written and oral communication skills and demonstrate attention to detail.
Essential Job Functions:
· Participates in maintaining an automated fund accounting system in accordance with Generally Accepted Accounting Principles and applicable Federal, State, County and City regulations.
· Assists in establishing, implementing and maintaining internal controls and accounting policies and procedures of LAHSA.
· Has primary responsibility for tracking and reporting of sub-recipient fiscal performance, including sub-contract budget provisions and processing payments for cost-reimbursement program contracts.
· Examines accounting documents to determine expenditure allowability in accordance with specific grant and other criteria.
· Ensures expenditures are properly classified by funding source(s), account code, function, program, and contract, and appropriately entered into LAHSA’s automated fund accounting system.
· Prepares and maintains accounting records for pass-through programs, and examines, analyzes and interprets accounting records for the purpose of giving advice or preparing statements.
· Conducts monitoring visits of program sub-recipients to verify accuracy of records, compliance with standards, policies and procedures.
· Compiles audit findings and communicates results and recommendations for improvements to systems and procedures.
· Evaluates proposals for funding in response to RFPs.
Requirements
Training and Experience: Graduation from an accredited college with a Bachelor’s degree in accounting, finance, or business administration, and a minimum of three years of accounting or auditing experience in a governmental or non-profit organization. An equivalent combination of applicable training and experience may be substituted for educational requirements.
