Delta was founded in February 1998 by its then CEO, Joseph A. Kennedy. His more than 25 years of experience in private career college ownership and management includes managing multi-campus operations, developing and executing strategic plans, attracting and developing high-energy results-oriented management teams, and opening branch operations. He has presented extensively within the career college field as a recognized leader of quality institutions. Delta's first acquisition, in February 1998, was Miller-Motte Business College, with campuses in Clarksville, Tennessee, Wilmington, North Carolina, and Lynchburg, Virginia. Following this initial acquisition, Delta purchased Career Training Specialists in Monroe, Louisiana. In September 2000, in response to the increased concentration in technical program offerings, both Miller-Motte Business Colleges and Career Training Specialists changed their names to Miller-Motte Technical College and Career Technical College, respectively. In December of that year, Miller-Motte launched a new branch campus in Charleston, South Carolina. With the influx of this new capital investment, in August of 2002 Delta acquired the McCann School of Business and Technology, a school that was founded in 1897 and operates campuses in Pottsville, Sunbury, Scranton, and Hazleton, Pennsylvania. The Mahanoy City branch of McCann moved to Hazleton in May 2005 in order to better serve the needs of students and employers both in Northern Schuylkill County and Southern Luzerne County (the Greater Hazleton Area). Continuing its expansion, in September of 2002, Delta purchased The Creative Circus, a premier graphic arts, advertising, and photography school located in Atlanta, Georgia, and opened a branch campus of Miller-Motte Technical College in Chattanooga, Tennessee.
